A judge has thrown out a criminal case against a photographer involved in a high speed chase with Justin Bieber on a Los Angeles freeway last summer.Photographer Paul Raef was the first person to be prosecuted under California's new "paparazzi" law but the judge dismissed the charges citing a problem with the law, according to Reuters.
